Peggy Noonan has written about something that a number of us have been saying for awhile. Actually, it was Rove who sundered the party, with his "get Bush elected, re-elected, and damn the cost to the Party." Thinking back on it, Bush was just as much poll-driven (except for the war, where he was overly stubborn, and the tax cuts) as Clinton. Thus, we had out of control spending and a veto pen that remained virgin until last year.

Of course, both Clintons have followed the same ego-centric finger in the wind, damn-the-Party philosophy along with "triangulation", which has brought about the fracturing of the Democrat constituency.

Review: 'Torture and Democracy' is definitive

A"dunk" in water, said Vice President Dick Cheney in October 2006, referring to waterboarding, is "a no-brainer for me" if it can save lives. The statement set off a media uproar and soon was hedged with Orwellian qualifiers and obfuscations: America doesn't torture, full stop. But we use tough, "enhanced" interrogation techniques, and we won't tell you what they are. Apparently, that means that waterboarding is not torture. Watch the trick in slow motion, but with a flashier example: (1) we saw off fingers; but (2) we do not torture; ergo (3) sawing off fingers isn't torture.

But waterboarding is torture. The technique includes strapping a prisoner to a tilted board that elevates his feet and lowers his head and stuffing cloth into his mouth while water is poured over his (usually bagged) face.

Inside the unit where babies cling on to life

They are called miracle babies. Born to mothers who are just over halfway through their pregnancies, their lives are balanced on a knife edge, resting precariously on whether modern medicine can complete the job that nature has chosen to abandon.

Babies are usually born at 40 weeks and anything under 37 weeks' gestation is defined as premature. Increasingly, however, hospitals are reporting that babies are surviving much earlier births, sometimes after a gestation period of just 22 weeks; an age at which some foetuses can still be legally aborted.

Hope for these children is a brittle construct, measured not in days but in hours. In neonatal wards across the country, parents endure agonising vigils lasting many months. 'Our daughter was born five weeks ago, but we haven't even been able to take her out of the incubator and cuddle her,' said Laurie, whose child, Janie, was born at 23 weeks.


Vote Snub Fails to Silence Chavez

VENEZUELA'S leader Hugo Chavez usually thrives on political tussles but rarely has the socialist president looked as chastened as he did after a stinging defeat in a referendum last week.

Not that the verbose admirer of Simon Bolivar was caught tongue-tied by the rebuke. After voters rejected his package of constitutional reforms, which would have enabled him to stand for election indefinitely and put the country even more firmly on a socialist course, Chavez chided followers who abstained, warning them that "the referendum wasn't approved, so I'll have to go in 2013 when his term in office ends. You owe me one, you owe the nation. It's up to you whether you pay us back."

The reforms - rejected by a slim margin of 50.7% to 49.3% with an abstention rate of 44% - would have restricted private property, shortened the working week from 44 to 36 hours and extended social security to casual labour.
